Changes to GI Bill, effective August 1, 2009

Post 9/11 GI Bill (Chapter 33)

The new GI Bill (Chapter 33) or "Post 9/11 GI Bill," boasts the most comprehensive education benefits package since the original GI Bill was signed into law in 1944. This new benefit goes into effect on August 1, 2009. If you are eligible for the Post 9/11 GI Bill and other GI Bill benefits such as the Montgomery GI Bill (MGIB) you will at some point be required to make an irrevocable choice of which benefit you wish to receive.

ECPI encourages you to visit the VA website and carefully evaluate your options and benefits under the old Montgomery GI Bill and the new GI Bill before making a decision.  There are many things to consider before choosing which benefit you wish to receive and whether or not to participate in the Active-Duty or Reserve GI Bill programs. Consider these important factors when making your choice including your preferred type of education and the benefits you will receive under each option.

ECPI is a Yellow Ribbon School

The Yellow Ribbon GI Education Enhancement Program (Yellow Ribbon Program) is a provision of the Post-9/11 Veterans Educational Assistance Act of 2008.  This program allows institutions of higher learning (degree granting institutions) in the United States to voluntarily enter into an agreement with VA to fund tuition expenses that exceed the highest public in-state undergraduate tuition rate.  The institution can contribute up to 50% of those expenses and VA will match the same amount as the institution.

Tuition Assistance

ECPI programs are approved for Tuition Assistance. Specific details of eligibility, dollar amount available and restrictions vary by branch of service.

Tuition Assistance Top Up

Effective October 30, 2000 active duty personnel who are eligible to receive Chapter 30 benefits and who are using military tuition assistance may apply for Tuition Assistance Top Up.

TA Top Up is an additional Chapter 30 benefit which allows the VA to issue payment to an individual for all or any portion of the difference between the Tuition Assistance amount paid by the military component and the total cost of tuition and related charges. The Top Up payment is made to the individual claimant, not to the college, in one lump sum payment.
